The Outlander, even with help, still couldn't do anything to Valkorion until he got his "mind powers".

On a sidenote, Vaylin got oneshotted by Valk in The Outlander's mind.

Also, yeah, a superior Force Wielder can do that when they are more powerful then another Force Wielder.

She is. Oneshotting Senya and Arcann places her there.

No they can't. Not with a directional blast that other Force users are diminishing with their own defenses while they're prepared.

I vote one of the latter two... Sidious vs Valk has been done to death. Even when its not being actively debated you can feel a subtext of Sidious vs Valk in the forums.

There are situations where Revan could take victories over Plagueis, just like there are situations that Caedus and Krayt could too.
