I see people like Thanos and SS being made of a couple different tiers.What do you guys think?

Intelligence Skyfather Tier maybe higher

Silver Surfer=High-Herald-Low Trans
Intelligence Mid-Herald

Look at the Marvel Handbooks.

I have many of them for instance Odin is listed as a 60tonner where as Thor is listed at 95-100tonner.
