With guns, I'd give it to Frank. He has far more, and better, shooting feats than Nuke has. H2H I'd go with Nuke. Both are skilled, and Frank is tough and strong, but Nuke literally threw Jessica through a wall, and she had to repeatedly smash his head into a fridge, and then tip it on him, to KO him. And she has much better overall strength feats than Frank does.
