Nope. That was a shadow of his true power. He could have stopped GEB.

But as was confirmed in the scan I posted above: had Spectre *actually* tapped into the full extent of his power, he could have beaten both peak Anti-Monitor AND the GEB... Which is just crazy.

At any rate, The Presence >>>>>>>>> full-power Spectre > GEB.
