Where is that from

Stormwatch, a Wildstorm comic. Winter (the white haired guy) is an energy absorber/manipulator. Years ago, the Aliens (yes, THOSE Aliens) attacked his team and got aboard his ship. To save Earth, he piloted his ship into the Sun, where he lived for a few years.

How powerful is he

Low Herald on the forums. That was pretty much his best feat. He can absorb sound, chi, heat, psychic energy, radiation, kinetic, etc.
