I can picture Winter Soldier breaking Red Hood neck and its a close fight between Azrael and Punisher, but I give the edge to Punisher, because he plays dirtier and has a good damage soak.

Jason vs Bucky could go either way, but JPV standard gear + meta stats is too much for Frank.
