Who wins?

As always, depends on the version of Cable.

Little to no powers: BP probably wins
Average/weaker TP/TK: Cable has the advantage but still a good fight
Cable w/ technopathy + average powers: Cable has a bigger advantage and wins most.
Tech simulating his powers (From Cable and Deadpool): Cable wins
God Cable: Cable stomps.

Basically, there are a ton of versions of Cable. And all that was just based on his powers, rather than whatever tech he's packing, which could potentially give even a powerless Cable wins over BP, depending on the tech.
