It's basically Dr Doom with his durability, lightning powers + TK powers (who looks like a metal crash test dummy).

I'd choose Armageddon (DOOM + Doomsday): telekinetic Scanners-like head-explosion powers + Doomsday's ability to absorb energy and unleash it once overloaded.
