Split or Thor via bfr/lightning. Citizen Steel is very tough but he loses mobility and is a lot less skilled.

Thor, Nate's suit slows him down so much he actually relies on his JSA All Star team mates throwing him some combatants because otherwise he isn't in the battle till it's over.

Without the hammer or axe, I highly doubt that Odinson could even hurt CS; let alone beat him.

CS wins.

Odinson easily. Steel is tough and barely feels any pain, but he'll be a punching bag. He's outclassed in skill and maneuverability.
