The problem is that Zor's showings are SO limited that he's nigh-impossible to accurately gauge. However, he was a member of the 'Time Tailors' which made him a fairly high-end reality manipulator by proxy... But again, it's just hard to say for certain *how* uber he was.

Btw, what are the time tailors feats? Or is it just implied power?

I think Morrison had him down as a pretty big badass, but AM level?

The *only* time Zor was ever portrayed remotely close to Spectre's level was back in More Fun Comics #57, which was published in 1940 -- WAY before Spectre was ever written as a cosmic/abstract type of being. Even back then, however, Spectre still beat him.

However, when they next encountered one another in All-Star Squadron Annual #3(published in 1984), even Zor stated that Spectre's power now dwarfed his own:
