Hulk's strength is variable. He doesn't have a fixed strength level. He can be weaker or stronger.

You are saying Hulk and Hyperion are stronger by looking at their top feats. Well looking at Superman's he is clearly stronger than Blue Marvel, Hercules, and Gladiator. I caught Carver with a double standard (Gladiator and BM is stronger).

a). he has been split into Blue (Superdad) and Red (New 52 Superman) to weaken the Universe
b). it's been the doing of whatever is behind Flashpoint/Rebirth were fading but Jon came with Red to save them, they merged, and for now , Red is in control.

If you want to start with the Superman books again, read Action Comics next wednesday. By the end of the issue, we'll have ONE whole Superman that has lived through both Pre-Flashpoint and New 52.
