Thor has his hammer here. Can the duo take out H'el?

Do they stack?

Probably H'el.

His TK can prevent Mjolnir of touching him.

He can rush / BFR any of them and beat them one by one.

Surfer really struggle against Thor whom is physically weaker than H'el and doesn't have the ability to go on close-combat easily.

H'el superior mobility, physical and overall versatility gives him the win IMO.
