The teams have access to everything in their inventory. No outside help, no power jacking, and no gathering items or plot devices they normally don't keep in storage.

Who wins?

With those stips, Darkseid and Metron pretty easily.

Most of Reed and Doom's best pieces of tech in their inventory are 'plot devices they normally don't keep in storage'.

Whereas at the very least DS/M always have access to Motherboxes, the Mobius chair, Apokalips and it's denizens and tech including Boom Tubes.

And then just their personal power which is obviously beyond Reed and Doom.

Basically, the 'no plot devices' probably needs clarifying.

By "no plot devices", I mean Reed can't go out and collect a Cosmic Cube or Infinity Gauntlet, or ask for help from Galactus or the Avengers. (The same applies to to team 2. I suppose this should include Darkseid's minions and his enslaved Promethean giant the same way Reed can't summon Big G, even though one is a tool and the other is an ally..)
