On feats, it's damn close. In a comic, He-Man would win. He's always been portrayed as relying less on his weapon than Thor.

He-man has slightly better strength feats, but Thor has waaay better combat feats. Way more in terms of rogues gallery.

His strength would ramp up until a single blow would KO Thor.

The way I see it:

He-Man has an edge in pure strength, but its close enough to be a wash.

He-Man has a big edge in speed.

Thor is significantly more durable and has a somewhat ok-ish healing factor on top of it.

Thor is more of a warrior whereas He-Man despite his looks is pretty pacifistic.

I'm having trouble finding the episodes where I saw these some of these feats originally, but:

-Digging to the center of the planet and back in seconds. That's a massively hypersonic speed feat and its through material many orders of magnitude denser than air.

-Running around a lake fast enough to create a vacuum that picks up unknown thousands of tons of water, and transfers it to another location.

-Plenty of generic rapid fire lazer deflecting.

-Moves his arms fast enough to undo a tornado.

-Moves his hands fast enough to turn sand into glass.

-Threw a gem that traveled at "22 miles per second".

-Blocks bolts of lightning.

-Blocked Clone Supes' heat vision at close range.

-Battle Cat, (whom is below He-Man) has a scan where he is stated to run at near lightspeed. I need to find that again.

-IIRC He-Man and She-Ra have a feat of moving through time stop too. But I'll have to double check.

-....Tagging a bloodlusted Barry Allen. biscuits

He-Man one-shots that janitor.

If true, that digging feat is impressive. I would need to see scans or links.

Digs a huge trench at speeds "almost faster than mere mortal eyes can follow".

That running one is pretty impressive too. That scan of digging the trench showed some foot speed too, but here's a few.

Speeds towards Surfer before he can fire off a blast. Looks like a blur while doing so.

Saves a young boy who fell off a cliff. Notice the boy already falling and Thor moving fast enough from a distance to catch him. The child barely even moved from the start of the fall to where he's caught.

Again pretty impressive. Only if you had links or scans. Thor has a ton of these laser blocking, but here are a few standouts.

Able to cut off Enchantress's blast which was already in mid flight!?

Blocks Living Laser's beams also already in mid flight. Hell he not only blocked it after it was fired, he blocked it by having to spin Mjolnir first which is an extra step. Notice he waited for Mjolnir's return enchant first.

The tornado and sand to glass feats are pretty impressive.

Here's some comparable ones I guess.
Swings his hammer at different angles with the speed of a particle accelerator(cyclotron).

Rubs Mjolnir causing enough friction to create blast furnace level heat. There's also another feat in there where he created shockwaves just from spinning with Mjolnir.

I view that gem feat as more a strength one.

Thor has some ridiculous throwing feats too.

He's chucked an alien to outer space with enough speed that space ships could not catch up to it until it cleared the solar system.

Ermm... Not sure how that Battle Cat thing is a feat. I might as well use Jane operating on multiple patients so fast that her operating tools were melting. Even that feat is more relevant than comparing He-Man to Battle Cat considering she received Odinson's physical traits.

As for time stops and Thor, he's moved through time dilation at the center of the godbomb.
