Frank has high end feats. But not on the level of Sunny, like killing 50 people in a single fight while protecting someone. Or beating a guy(while not wanting to fight) with 999 clipped, literally the best Clipper the world has ever known. Or going up against Dark Ones.

Also Frank's fights are against mostly normal guys, with some simply being huge. But Sunny has strength/durability feats superior to everyone Frank has fought, and many superior to Frank himself.

Sunny fought 50 people with his swords. Frank fought something like 20 people with his shirt.

Frank gets style points for the shirt thing, but I could see Sunny easily pulling that off with all he's done. But the guys Frank fights are all nameless goons who have somewhat impressive feats during the fight sequence.

Sunny fights other Clippers and Barons, people who themselves have killed scores of other highly trained killers. Like Jacobee, Widow, Quinn, Zephyr, etc... And he's done this on a daily basis since he was a kid. As of this newest episode he has 405 "official" Clippings, with the 405th being Silver Moon, the best and most feared Clipper in history with 999 kills himself. He's killed hundreds more unofficially.

Also quite simply, Badlands-verse has a level of superhuman to it that is simply beyond Transporter. People glide through the air and defy gravity(Sunny just grabbed a wooden beam and flipped himself completely upside down and into the air with one hand), knock each other through walls, catch arrows after they're fired, etc...
