Can't Black Flash cause damage to someone merely by touching them?

He is also hilariously faster than MCU Thor.

Couldn't Thor just stay in flight and keep throwing down Lightning blasts until he hits him?

I know it's not in character, but assuming he knows what he's up against, I'm just putting the possibility out there.
