I'm gonna say Top. DC's speedsters are usually much more impressive than Marvel's.

He (Speed Demon) was losing to pre Amp Quicksilver, who was losing to Makkari, who was getting DESTROYED by Barry Allen (aka Buried Alien aka Fastforward). Barry entered the race late and beat every other speedster there. That red streak is Barry/Buired/Fastforward.
