What about guys like dual moonstone wielding Zemo/Moonstone or dual kaa stone wielding Sphinx, or dual adamantium katana wielding Dracula? They are up there but I'm not sure about trans or Skyfather.

Dracula with his katanas is so powerful there's no tier that can define it. The One Above All answers to Dracula. Dracula also holds Mr Oz and Dr Manhattan under his iron fist. They serve his will in their universe.
