I'd put Frank on the same level as Ollie and Ollie wrecked him. Gotta wait till Wednesday to see if we are missing something.

Kovar from what I've seen. Punisher was pretty durable, but he wasn't ultra-skilled or ultra-strong. Kovar seems borderline superhuman in terms of physicals and is decently skilled himself.

Kovar didn't seem that impressive to me. He lost twice to a pre-season 1 Oliver, who wasn't even on par with Merlyn at that point. Yes, the second time was after a helicopter crash, so he wasn't 100%, but Oliver wasn't 100% either, having been repeatedly tortured by Kovar before escaping.

gotta go with MCU Frank here... Kovar was never really an impressive character..

Pre-season 1 Oliver > Frank in H2H though...
