It was meant to shut down Vader's cybernetics, while the device used on Skotia was, you guessed it, designed to shut down cybernetics. It's designed to completely disable his cybernetics, through overloading the thing that controls his cybernetics. There's no reason to assume Cylo turning off Vader's suit and cybernetics would be any more thorough than using a device to completely disable Skotia's cybernetics. We're essentially comparing pushing the power button on a computer to overloading the circuits and shit.



He's no more cybernetic than Skotia, if anything he's less cybernetic than Skotia, as in Vader's body is more organic than Skotia's. His suit may add to it, but we know that all four of Skotia's limbs are cybernetic, his eyes are cybernetic, parts of his face are cybernetic, his spine appears to be cybernetic, and we know for a fact he's at the very least 50% machine because, according to the creator of the divine, "you'd need someone at least fifty percent machine to do any real damage." Not to mention multiple quotes stating him more than half machine. Vader may have many quotes himself, but there's more visible evidence implying otherwise, which is more reliable than a statement. Plus many of them are from people that have no way to actually know if he is more machine than man, and are thus void and unfounded.

You're connecting two completely different things. This was a feat of telekinetic manipulation of the body to move it since it was completely unresponsive. They both have telekinetic capabilities, which they both have. But it's Vader's trademark form of Force manipulation, so the fact that Skotia has shown to be more precise and skilled with it in the same situation Vader was in implies superiority in the area, be it in mastery, actual power, or both. So no, it's not like comparing Traya and Yoda's precog, it's a case of comparing Dooku and Savage lifting the obelisks.

So were using game mechanics now? More to that point, the device Nox got was to damage Skotia's systems, not shut him down, there's a difference between damaging and shutting down a machine. A damaged machine can still work depending on how much it's damaged.
