Strongest forgotten DC/Marvel Villains?

I started re-reading Morrisons JLA run and there was this Atlantean castaway (Gamemnae) who basically killed Morrison's league, drained all of the water from Planet earth, manipulated another ancient version with Magic, stomped Zatanna/Jason blood, and was powerful enough to lift Atlantis out of the sea via magic.
What were some of your favorite underground/virtually forgotten DC/Marvel villains that never get mentioned anymore that should make an appearance again? Please no mentions of the usuals (Darkseid, Thanos, etc)

Titanius...loved this character. Amazing.
Magician. He was from the Ultimate universe. He got taken out by plot. The Phoenix force.
Cyber...best Wolverine villain and was damn near unstoppable.
Like Konvikt as well. He didn't appear long enough.

Not the strongest, but Lord Malvolio has always been one of my favorite one-off villains...

*Frankly, I'm surprised that Johns hasn't reintroduced Malvolio into current continuity, given his love for the 'GL-obscura'. mmm

Elememt Lad transmutes his body into an indestructible mineral, and gets sent back time to the big bang, where he goes insane waiting for the universe to form and life to emerge.
I actually only learned about this character after reading 8-bit theater, and the character of Sarda is less influenced by it, and more outright rips it off.

Personally I like Grey man from the pages of the Justice League.
The Union was a cool villain concept for Superman along with the word bringer Hfuhruhurr. This villain was created by Starlin and Jurgens you can tell when the Union gets a body as the embodiment of the union looks like a herald of Galactus. He did however appear at least in two comics or 3
I also like the queen of hearts from the batman books as she was crazy as hell.
