Not into the whole morals off thing, just curious as to:
Is Rachel the one going by Prestige in X Men Gold right now?

IMHO, if Rachel is playing to win, she takes this.

Jean Grey sans PF AND TP fought a mind controlled bloodlusted Sue Storm to a draw. Rachel's TK is FAR superior to Jean's AND Rachel has TP (which Jean didn't during that era).

Weird fight with morals off. This could conceivably be a quick draw or they might even kill each other at the same time.

traditionally, quickdraws go to the tp specialists though. rachel likely has the better reaction feats. maybe?

Maybe. Most of her post-Phoenix feats are showings of power rather than speed. That said, Rachel did scan the planet pretty quickly, categorizing people by their current activity(3,000,000 sleeping, 79,000 dancing, etc). Sifting through all that information over a couple of sentences with Storm implies greatly enhanced perceptual speeds, but I don't know if it'd translate to combat thanks to comic logic.

We could discuss the speed of telepathy vs force fields, but I'm guessing Sue has some "thought equals action" feats lying around somewhere.

I'll leave it at a 5/5 either way. Maybe I'm being too forgiving with Sue though.

i think it comes down to who acts first. either sue incapacitates rachel by opening a massive bubble her brain, or rachel uses her tp to incapcitate sue.

I could see that seeing as how MOST Psi's have enhanced reactions, but against anyone WITHOUT enhanced reactions(even Rach if we're not giving her the benefit of a doubt just for being a Psi) I'd credit to Sue with most quickdraw scenereos. That's based on no particular feet from her though, just simple logic. She's been playing the game longer than virtually any human and she seems to frequently be able to erect shields to defend her teammates even when suprised so I give her quite a bit of credit when comparing her reactions against other "human" minds.

Quick draw.

Either Rachel shuts off Sue's mind first, or Sue explodes a forcefield inside of Rachel's skull first.
