I don't recall a single feat from film Goku nearly on par with Aang creating that gigantic tidal wave, so in terms of raw power Aang easily wins.

Goku IIRC was a legitimate bullet timer though so should be far quicker, and Aang is a glass cannon. The problem is that IIRC the kamehameha was super slow and underwhelming in the film, so Aang could retaliate and kill Goku before he could use it, and I don't think he's quick or powerful enough to defeat Aang in hand to hand before Aang could retaliate.
