Steel has one decent feat (train). I think Ben wins.

Steel is awesome, however due to it being a TV show and there being many other characters who need screentime, they don't let him be the massively super strong/durable guy he is and often times he's throwing regular people around and not being that impressive.
Composite Thing is way too much.

They've also hit Nate with the job-hammer a few times as well, like when a few hits from RF, or a WW1 mortar shell hitting a couple yards away, straight up knocked him out of his Steel form, or when some random mook tackled/pushed him off a cliff while he was powered-up as well. None of which makes sense if you look at his high-end feats (like the train stop or tanking that TNT explosion).
Though, even if the force required seems to vary based on plot, it does indicate that Nate can be knocked out of his Steel form with enough force/repeated hits. Unlike Ben. So, Thing takes it.

Unfortunately Steel would be the most powerful person in CWverse easily. He could one-shot anything amd tank whatever you hit him with. If he was in a movie it's different but yea Ben takes this.

Well, characters like Superman and Supergirl would still be in the same power-level league. But it's kind of an annoying habit the CW has. The moment someone becomes too powerful, they have a showing where they just completely lose the plot. Another good example is Ragman. Tanks demo-charges, bullets, arrows, and even a nuke, casually manhandles pretty much everyone who gets in his way... And then gets one-shotted by Prometheus during the one episode, just to get him out of the way so that another character can save the day. Or Black Flash being shown as nearly unstoppable... and then going down like a ***** to some ice.

I wasn't counting the Supes as cw since they're crossover. True Citizen Steel is easily in Supermans weight class though. He's just far less popular and versatile.

It's basically a CW DC multiverse at this point. Because, beyond the Super cousins, various Flashes and other characters (Gypsy, H.R. etc.) all hail from different universes within the various CW DC shows.
On a random note, I wonder if we will see more of Accelerated Man. We see Gypsy report to him at the end of the one episode, but that's it.
