That's quite difficult to do.

There's an argument that given her lack of genuine super powers in terms of strength, stamina and durability that Black Widow could top that list. Many of them seem to be basically skilled but augmented with other abilities that increase their skills (Cap and Bucky for example)

Others such as Nightowl and Batman are augmented by technology.

BP could top them given he held his own against Bucky without his armour. Will need to see how he fares in his stand alone movie and if he fights or trains without armour or if we find out he is also super powered to some degree.

Ozy is clearly the most skilled of the Watchmen trio as he easily handled the other 2 himself and seemed much more in control of his ability than many of the others on the list.

I'll go with as top 3

Thats not to say they'd win in fights against the others based on other factors but if all other attributes were equal they'd win on skill

The rest are trash. Ozy beating a guy who lost to cops and beat knife wielding thugs honestly doesn't even put him above Batfleck

As far as feats go, Cap should go on top simply for the fact that he's taken on stronger opponents (like Ironman and Ultron) and still held his own.

Or is this a purely skill fight? If its this then Black Panther, Captain America, and Winter Soldier roundout the top 3 spots IMO due to having the most impressive showings of skill between the lot. Though to answer the OP thread I think it would go like so:

Black Panther has already been confirmed as being super-powered, by the likes of the Russos and Kevin Feige. They are even adding the heart-shaped herb to his film.
