Toomes wins. Spidey stomped Falcon and Bucky, but got stomped ridiculously by Vulture.

It depends. If they get up close, Vulture would wreck Sam. Those foot claws could likely tear Sam's wings off. But Falcon should have the advantage at range. He's shown more than enough aerial agility to avoid those energy blasts, and has plenty of offensive power himself.
