Kismet is basically DC's version of Eternity -- she embodies the whole of existence...

Another of Kismet's roles is acting as the buffer/judge between the forces of order and chaos -- so she is obviously well-suited for this battle:

Suffice to say, Master Order isn't above Kismet any more than he's above Eternity. Kismet stomps.

But the large majority of her appearances state that she belongs to neither chaos or order -- rather, she exists as a buffer between order and chaos, and can "illuminate the pathways" to each. This has been reiterated several times on panel:
