Exar Kun should have this.

Kenobi is an 8, if I throw kun a bone and let him be a 7, he still gets destoyed

Kun's an 8, but don't mix up Gillard's tiers with Legends.

Lucas made the system specifically for the films. Crossing it into the EU doesn't work due to the wealth of characters + how vague the tiers are.

Nothing arbitrary here, Kenobi's a "cheat" tier combatant who as an 8 is elevated over even typical top class swordsmen(tier 7).

Kun can only be argued to be one of the best and top tier which would only place him as a 7

Gillard never stated tier 7 is a top class swordsmen.

There's no ceiling here. If Kun had sufficient feats(significant scaling over someone who's indicated to be one of the best in history), kun could be argued to be an 8.
