Damn. Well if by 100% you mean there is a trial/case which implies that any of these beings broke Cosmic Balance i believe the tribunal should win.

The Tribunal is Omnipotent when casting judgement. Thats his nature. He is neigh omnipotent because if there is no case then the Tribunal has no powwrs. As shown when killed by Chaos and Order or the Ivory Kings.

I thought at the height of his power the only people above LT are The One Above All and Thanos with the HoTU?
