Here we go...........

The Outlander as of Chapter VIII (we are using the HoTlander in this debate, even though it wasn't clarified in the OP) defeats Darth Bane for the following reasons:

1. Superior Combatant and Force Power Hype

The Hero of Tython has some impressive lines of scaling to draw from in the vanilla game. To start with, he defeats Bengel Morr in combat on Tython, with only a training saber (Bengel Morr is a fully trained Jedi Knight, with a lightsaber, who has also been seeking secrets to power for the better part of his life, according to himself), who then tells him that he is the most powerful Jedi he has seen:

This is important because Bengel Morr was present in the Jedi Temple on Coruscant when it was sacked by Darth Malgus and the Sith forces, which means it is highly likely that he had also either met or known Ven Zallow, a combatant who was capable of giving a tough fight to Darth Malgus himself. Yet Morr claims that the Hero of Tython is the strongest Jedi he's known.

Satele Shan, as of the end of Act I, claims that the Hero of Tython is the greatest warrior of the Order:

This puts him above Satele herself, who has used the Force to block a lightsaber stab with her bare hands for an extended period of time, as well as the likes of other powerful Masters such as Orgus Din (most battle tested Jedi in the Order) and Tol Braga (powerful Jedi who had the stamina to fight Darth Sajar, a Dark Council member, for 3 straight days).

These two quotes both apply to the Hero of Tython as of Act I, and it is logical (and demonstrated) that the Hero grows quite significantly in power and combative ability over the next two acts.

Tol Braga also claims that the Hero is the greatest soldier of the Order (unsure where exactly this falls in the story, but it can be no later than the middle of Act II):

Even the Sith Emperor acknowledges that the Hero harnesses immense power, despite him currently being in a double dark side nexus (Dromund Kaas and the Dark Temple) which would be significantly hindering the Hero's power.

In terms of dueling, the Hero, as only a padawan, is praised considerably by other Jedi Masters and considered an expert duelist:

At the conclusion of Shadow of Revan, the Jedi Council names the Hero Battlemaster of the Jedi Order. This honor grants him the authority to help guide the council with his strategic insights, and instruct the most promising students in lightsaber combat.

2. Superior Feats

Easily the Hero of Tython's most impressive feat by this point is his attack on Dromund Kaas and subsequent defeat of the Sith Emperor. It's important to note just how powerful the Hero of Tython is. The Hero fights through Kaas City, the Imperial Guard (who are the most elite non-force sensitive warriors in the Empire, who can draw on Vitiate's power when in close proximity to him, as shown in the Revan novel) various Sith and other soldiers throughout the temple, and then the Emperor himself. Even though the Emperor was weakened from his failed ritual, he was so powerful that Lord Scourge would have been incapable of resisting the Emperor's "direct influence." This is an absurdly impressive feat for the Hero, especially because it takes place on a double dark side nexus (the Dark Temple, and Dromund Kaas), and the Dromund Kaas nexus alone was powerful enough to turn Kyle Katarn to the dark side and significantly hamper Luke's senses.

This is an immensely impressive showing of Force power, dueling, and willpower. Force power because he was capable of continuing to use the Force effectively throughout the battle (even rag-dolling the near-dead Emperor at the end of the fight, and pulling down a stalagmite on top of him), and didn't outwardly show signs of being significantly hampered or effected by the nexus, though given how nexuses work, he obviously was to a fair degree. This is impressive dueling wise because, especially facing a more powerful opponent while hindered due to a nexus, we can assume that his final fight against the Emperor (as well as his fights en route to the Emperor) were primarily accomplished through dueling prowess (until obviously the end of the fight). In short, this is a vastly impressive feat, one that I am unaware of Bane matching in any way with his feats.

On top of the Dromund Kaas feat, the Hero has also defeated:

- Darth Angral (Dark Council member who killed Orgus Din in single combat)

- Lord Praven (apprentice to Angral, killed Jedi Master Usma, one of the Order's greatest lightsaber duelists)

- Lord Sadic (most powerful of Angral's apprentices, further augmented by cybernetic enhancements)

- Three of the fallen Jedi Masters who were chosen, due to their power, for the assault on the Emperor in Act II (one of which was Tol Braga, who dueled Darth Sajar for 3 straight days as mentioned above, and who was obviously close to the Hero in power given he knocks him back with a Force blast in their fight and threw a large computer console at him afterwards)

- Stalemated/had the upper hand against Lord Scourge, with Scourge being the Emperor's Wrath and having centuries of experience and practice following his appearance in the Revan novel, by which time he was already skillful enough to beat a pair of amped Imperial Guards in a few seconds, match Meetra Surik in lightsaber combat, and whom as a student was already more than a match for his Sith instructors - credit to ShootingNova's HoT respect thread for this statement)

- Defeated the Zakuulan Scion Heskal, who casually stomped Senya just beforehand. Senya has been shown capable of defeating numerous skytroopers with ease, as well as multiple Zakuulan Knights (KOTET trailer)

- Gave Arcann two relatively good fights, despite being clearly inferior (he wasn't fodderized in any way, and Arcann was shown to have killed numerous Scions single-handedly and had basically stasised Heskal when the Hero walked into the room on Asylum)

That about wraps things up I guess. Credit to ShootingNova's respect thread for many of these feats and quotes. You're up smile
