I pick She-Hulk.
Could go either way.

Shulkie is going to be hard to put down, but would her thunderclaps reach Storm if she flies as high as she can?

I doubt it.

This isn't a featureless environment though, should have specified. So she can throw cars and shit if she needs to.

Storm would probably win. I can't see how Jen wins if she can't see, and is constantly battling tornadoes, and anything else that Storm could line up.

Storm just flies around her while creating a vacuum around Jen.

Or she could just flash freeze Jen like she did to Colossus.

As long as storm understands that going near the green super strong lady who can rip her arms off despite having incredibly powerful ranged attacks is a bad idea, I can't see her losing.

Interesting match. Storm has more tricks up her sleeve but the sheer power of Jen is I think though to overcome anything other than an outright bfr.
