when they fought in Sith they were more or less equals, did Palpatine really improve enough in 23 years to be able to easily beat "prime" Yoda??

Not easily, but he wins Force solidly and All-Out in a good fight.

Doubt ROTJ Palpatine is > ROTS Sidious tbh. I'm sure ageing has got to him by then.

But I thought none of that power manifested itself until DE.

And again it's not like DE Side was just schooling Luke, so I'm not sure why I should believe he'd do any better against ROTS Yoda than previously.

I would think that Sidious sitting on his ass for all those years without touching a saber would put him out of his dueling prime when faced with RotS Yoda. (Similar to Old Ben vs RotS Dooku)

Obviously he beats Yoda in a force battle at this point, and probably all out 8-9/10.
