Cool fight. I think Dharma is above legion, but I'll wait for some second opinions.

If we're talking peak Legion, he wins. Dude was a casual multiversal power.

Conversely, peak Dharma(ie. after absorbing Rift's powers) was a casual multi-universal power. Big difference.
