Depends entirely on hoe strong the patriotic spirit is in the US. At peak Sam could takr Supes he several Spectre level feats. Hes not that level very odten and at lower levels would struggle vs WW

What about Spectre?

In all star Squadron a pre-crisis story Sam created a force field that held the spectre along with all the rest of the all-star Squadron back. back then he seem to have mind powers that he hasnt been seen usimg since. It was of course 1942 and all america was as patriotic as all get out after Pearl. He could open vortexes to places which I think you can still do since he opens and goes to that place in 1876 casually.

Yeah, his top hat leads to another dimension. He can BFR people there.
