All I know from Steel is his JSA appearance, during the Gog story.

Based on that alone, he should destroy. Steel was flat out ignoring attacks that knocked around Kingdom Come Superman and Alan Scott, plus he casually shattered old God Gog's legs.

Yeah, CS is on another level.

Not saying the above is a win, but, getting one's ass kicked by even a weakened In Betweener speaks to being able to take a punch.
I just dont see this as a super lopsided fight.

The only thing worse than Citizen Steels name, is his costume.
