We've seen that in Dragon Ball, people can resist TP if they're sufficiently powerful e.g. Vegeta vs Babidi.

The Force Storms aren't powerful enough to seriously hurt Raditz.

I'm not aware of particularly impressive TP feats in dragonball though.

Vegeta resisting Babidi seems to be more a factor of willpower than raw power, tbh.
