I think he can. If he plants a potato and waits for it to grow and eats it he may have the eyes of a potato on his side in order to have knowledge no one else has about plant life.
This knowledge would save on intelligence gathering.

If Eye boy sits and watches it grow for the whole summer his own knowledge might surpass the soul makeing him even more powerful than The Silver Surfer.
