This is Dr. Doom from the first Fantastic 4 movie (2005). Fight in the middle of an abandoned NY times square.

Round 1: Dr. Doom vs. Regular Thor (no Mjolnir)
Round 2: Dr. Doom vs. Ragnarok Thor (no weapons for Thor)

This is basically a punch out. Because I don't think blasting each other with electricity is going to do diddly squat either way. Hell, Doom, whose electrical abilities I consider below Thor's, only seemed to amp up on it. At 1:25:

In which case, I would back Thor, simply due to being a better fighter. Doom is extremely durable though, so it would take some time.
