Most likely, yes.

Kingpin has the resources to prep for teleporters. Plus he's managed to hit Spider-Man in the past, who has much better reflexes and speed than Vanisher.

I wouldn't put it past him to be able to hit Vanisher as well, with a blast from his tricked out pimp cane.
