This is Pennywise from the newer IT remake and Valak from the Conjring-verse.

All you really have to do is say Valak's name to defeat it if I remember correctly, never really liked the conjuring sequel much

The origin story of the movie explained a bit more of the character who was basically nerfed at the end of it.
