Didn't Herc hold his own with Elektra? That was the one character Ennis gave props to. And seemed to be sort of shipping with Castle (At least she sure seemed playfuly teasing him.)

Herc with powers got pwnt by Daredevil.

Failed to beat amnesiac Shaw despite having the blade capable of cutting through everything.

Got stalemated by Thing.

this herc could still do this:

he can also survive getting stabbed, beaten and blasted with a shot gun AND has some good skill feats both in that arc and in others. in straight h2h punisher is not beating herc. and like stalemating thing and losing to shaw are feats that prove he CAN'T beat frank?? lol wtf? wonder how frank would do against shaw or ben in h2h?
