Matt has armored costume, Parker wears just a stinking cloth. Peak human strength, but he should still have his speed, spider sense, and durability.

Is the decrease in strength to around DD levels really enough for DD's greater skill to bridge the gap?

Spider-man still has superior durability and speed. Fighting skills make it in DD's favor, but Pete is skilled enough to make it a challenge givving his physical advantages.

Give Spidey back his strength and DD still wins.
