The problem here is that we have a really huge hype for this guy but he was just stomp by Luke... In addition we have that Vivicar was able to dominate dozens of Jedi masters and killing them and by the Barsenth'or scaling he is just nothing compare to Vitiate.

So clearly the sith emperor win.

No but you still have a planetary entity in Sel-Makor who was drawing upon the energies of millions of Force users on Voss for thousands of years. He could only stalemate a Voice of the Emperor on the basis that his Voss host was physically incapable of escaping, despite literally being in the heart of his power.
