I think Shi Ar dominate through sheer numbers....Don't they have like thousands of galaxies under them?

I'd say Marvel aliens take it. The Psions are saddistic scientists who do cruel shit but not real warriors. The Dominators while having had an empire are also less as fighters and more a brains trust. All three Marvel races are warrior races IIRC. I'd say it would be a lot harder to call if the Psions were replaced with the Okarans
