It's hard to see the argument for Ulic against even Act 3 HoT. Arcann chokes him out.

- Having one of the most impressive speed feats in the mythos before his turn and years of growth, which would grant him "tremendous powers of the dark side."
- Being strong and powerful enough to duel Exar Kun for hours, matching Kun's insane strength that could cut through a huge, thick wall of Mandalorion Iron in a single swing and strike with such force his lightsaber clashes could be heard by those kilometres away.
- Having a barrier strong enough to deflect shots fired from Basilisk War Droids - which can damage Capital Ships. As a Jedi, before the years of growth, Ulic shrugged off a hit from King Ommin's blast of "infinite hatred" - Ommin's powerful enough to dominate the entire population of Onderon (4,000,000) and drain the barriers of Jedi who were strong enough to resist fire from starships - and one-shot him.
Plus countless "Greatest" and "Most Powerful" accolades, if they count for anything these days.

Easily ragdolling mid-KOTFE HoT, who's had a similar time to grow from Act 3 to then as from Act 1 to Act 3. Even as of Act 3, HoT has insanely potent scaling that imho rivals Ulic's best, as shown here. There's so many insanely powerful characters that the HoT benefits from here, whether it be Vivicar, Nomi Sunrider, the First Son, Satele Shan, or the Barsen'thor. Hell, there's a very solid case to be made that End of Act 3 HoT is capable of solo'ing FE Malgus. I think a pretty solid case can be made of the HoT's superiority to Ulic by the end of Act 2, given his status as the most powerful and skilled jedi in the galaxy as of the end of Act 1 (already placing him above Shan/Barsen'thor/Vivicar) and immense growth leading into Act 2.
Shielding himself from Valkorion-amped Outlander's surge of force energy for a minute and tanking the following blast and fall with seemingly little to no injuries or damage sustained. Conversely, Outlander was hospitalized for 2 days and nearly died because using Valkorion's power took such a toll on his body. That means the HoT was drawing on power so far beyond what his body was capable of handling that he nearly died after using it for about a minute, while Arcann could directly block and tank those energies with little to no damage. This illustrates an absolutely absurd gap between Arcann and the rest of the pack: The likes of Act 3 HoT are microbes to him.
Bringing the Outlander to his knees with TK even after the Outlander gets a direct amp of his force power/potential by Valkorion, a lightsaber imbued with the energies of Marr and Satele, and completes his training with Marr/Satele. Furthermore, Arcann is visibly capable of giving Outlander an extremely close fight, and the Outlander gains the decisive upper hand primarily due to external factors (i.e. his ship being fired on).

He has. Malgus has been a soloable Flashpoint boss forever lol. Just because the Flashpoint can be done in a group does not mean you have to take it as such.

Repeatedly TK'ing and even ragdolling HoT, forcing HoT to his knees after HoT gets amped by Valkorion, TK'ing Vaylin (while she was in mid-air) while severely injured, etc.

Yeah, it's possible, and even probable that Malgus tanked the explosion of his space station, which was powerful enough to annihilate the surrounding Republic and Imperial Fleets, while in a near-dead state, and proceed to hold himself together long enough for Darth Acina's servants to retrieve his body.

Outlander uses a holocron he found in Valkorion's vault on Nathema that can destroy and imprison spirits, and alongside Vaylin and Arcann defeats Valkorion and destroys his spirit.
