Each of these 3 is given all of the details possible they need on the individuals below and is given the opportunity to choose the power of one of the peeps below. Whom abilities would they choose?

Surfer
Superman
Thor (the hammer of course and it will deem them worthy)
Hal (ring of course)
Martian Manhunter

Who would they choose and why?

Doom would choose Superman because he always wanted to be a reporter.

Batman would choose Hal because his favorite color is green.

Lex would choose Thor because he likes hammers.

I think Surfer would choose to be Batman, so he knows what it's like to be successful.

Superman would choose Lex, so he know what it's like to be smart.

Thor would choose Doom because he is left with what's leftover.

lex would choose surfer imo, surfers powerset would go nice with his god complex.

As much as Lex Luthor is obsessed with Superman, he won't pass up a better option. Silver Surfer when not holding back physically beat the crap out of World War Hulk, someone who's as strong and as durable as Superman. And out of all other characters besides maybe Batman, Lex Luthor is the number one guy to abuse powers in ways that the original owners never did. Silver Surfer has the most powers out of everyone in this list, and cosmic awareness to inform him of each and every one of those abilities.

Dr Doom is shortsighted and surly, he would have no use for a Green Lantern ring, and Silver Surfer is already taken so he would take Martian Manhunter. Why? Because Dr Doom likes to dominate, and being (at base without any gear or amps) essentially a nigh omnipotent Kryptonian that can telepathically make even Charles Xavier a dummy and go intangible/invisible and heal from nothing is something that is awfully useful for a dictator.

Batman would choose Superman, because we've already seen him fighting the Justice League with Superman's powers. He already familiar with and likes being Kryptonian, and Batman can still do his everyday work except a million times better.
