Fight takes place in the waterfall arena, fight is pure h2h and both combatants are stripped to only loincloths. Who wins?

If by full power you mean double dose level, then I back John. Durable enough to tank repeated shots from an angry Cage, fast enough to dodge bullets, and strong enough to not only catch one of Luke's punches and overpower him, but bloody his mouth with a single hit, something even people like Iron Fist with his chi punch couldn't do (and this guy has pulverised reinforced doors, destroyed entire floors and even punched the engine block off an armored car once). I mean this couldn't hurt Cage, but John could:
