Depends.

Time Patrol Goku implies in the manga I believe that SSJB Goku is > him, in which case I would side with SSJB Heroes Vegetto. On the other hand, in the anime Time Patrol Vegetto performs infinitely better against Cumber than Heroes Vegetto.
