No, he's just a bit overrated is all. He's theoretically very powerful, but his on screen feats shows that most other characters with a lick of strategy would kick his ass.

Huh? That doesn't mean he had stronger willpower, resisting the imperious curse does not mean one has stronger willpower then the caster but merely that they are strong willed. Anyway, we don't know what magic he used against Grindelwald, if he even had time to use any at all. The "interrogation" lasted mere minutes at most before Voldy was summoned to Malfoy Manor.
