Shield have way more resources than Talia's Leviathan.

ARGUS has just as much resources as SHIELD, and Leviathan will destroy them. Plus, doesn't look like Talia is the leader of Bendis's Leviathan anymore.

There's also a Leviathan group in Marvel too.

I wonder who's in charge of Leviathan now. They have some pretty uber tech, if they can fool Superman's senses.

Leviathan is packing some other worldy tech, according to Batman. The organization also just destroyed ARGUS. Pretty uber seeing as what that organization is packing.
